Starscream wasn't sure things could get worse as obviously the universe was out to get him somehow. Between lunatic clones, Megatron coming back from the dead and Jetfire blowing up, life back home is not something he'd exactly call great.
But then he ended up here and ran across a weird alternate version of himself, different Megatrons, an Autobot Megatron, Jetfire somehow being alive. And did he mention an Autobot Megatron?
In an attempt to form some normalcy back into his life, he decided to claim a building (hopefully away from mostly everyone else) as his own home base. So he had a place to get away and just ... think. So people will probably find him snooping around the city in various places.

Later on, after he finds a place to call his own, he is going to try and get everything up and running. This means swiping things from other buildings. Because who wants to have a secret lair that isn't cool and has everything. Besides, he can't just sit around and let the Autobots (or anyone else) find all the good stuff before him.
So it will be possible to find him entering and exiting building and possibly picking apart electronics to take what he wants.

When the seeker enters the same building Sentinel was currently bumming around in, he doesn't hesitate to raise an arm and blast the terminal in the corner several times.

Starscream is still trying to get a feel for this place because, hey, if he's going to help with the rebuilding efforts, he should probably know the area inside and out. He'd tried to be prepared for the eventuality of running into another alternate version of himself, but unlike with the last one, this one actually shared a resemblance. An unsettlingly close resemblance. So close it's like looking into a mirror that also somehow shows the past.
"Well now. There's a handsome face I never thought I'd see again," he says smoothly. Despite the joke, he is frowning slightly, rubbing his chin with one hand thoughtfully, standing across the room in all his hideously bright red glory.
